from how you described the problem, I think it's a temporary server problem that lasts about 5 minutes. since in a coop server you can connect it is not a problem with your swat but a bug.

try to connect when the server is empty or when there are 2/3 free places and let me know if you have problems.

Make sure u have the correct version.
The coop server you connected to was TSS, not 1.1
